A good grasp of music theory at grade 5 level at the very least is really essential for making music. Whether you learn the piano or any other instrument there is absolutely no way around understanding what you see in music scores. Learning to make music is not about deciphering the notes of three exam pieces per year, it is about developing the skills to read and then also play music (which is a technical matter).
Like maths, music theory can be really enjoyable when understood properly. One or two books with exercises are not always enough to get everything right with ease, so take a few more books at the same level for practising the same material with different exercises. Keep practising until you see that you can get 100% results with the entire test and by no means aim at the pass mark. And do not discharge the usefulness of reading extra books which present the bigger picture without detailed exercises (scroll down the page to find suggestions).
Enjoy your learning!

They must know the inter-relationship of the scales…"
